The political map of Durandor above shows which noble houses dominate which areas of the country. The purple area labeled "All" is the Halen's Vale area and indicates that the four houses all have roughly equal influence in that area. This is because before the ruins were discovered none of the royal houses were interested in the area and none of them even protected or taxed the land there. They now share the profits from Halen's Vale by mutual agreement.
